There are two distinct parts to this book.  The first five pages are described as "Proposals for the railways, presented by the Minister of Transport and Civil Aviation to Parliament by command of Her Majesty, October 1956." The rest are headed "Review of policy and prospects with special reference to the railways: memorandum submitted by the BTC to the Right Hon. Harold Watkinson, MP, Minister of Transport and Civil Aviation", dated 13 September 1956.

This document assessed progress made during 1956, with due regard to financial implications, and looked ahead to future plans and prospects. Nine pages near the end gave a detailed summary of the progress of the modernisation scheme.
