This appears to be an official LNER production dating from around 1934. It gives the official 'diagrams' (i.e simple side drawings with the main dimensions marked) for each class of ex-GER locomotives then running. Also included are data such as axle loadings and a table giving the numbers of the engines which conformed to each 'diagram'.
